The Charleston County Housing and Redevelopment Authority (CCHRA)

is seeking highly motivated and customer service oriented applicants for the positions of:

  • Executive Assistant/Human Resources Officer.  Responsible for assisting the CEO and agency in accomplishing duties pertaining to Administrative and HR responsibilities.  Involves frequent contact with employees and external customers requiring the ability to handle all matters with confidentiality, professional judgment, reasonable tact and discretion.  Must be knowledgeable and experienced with performing a variety of tasks in support of the CEO in all aspects of employee relations including, health and benefits, hiring and termination, Board coordination, HUD and Board reports, travel arrangements, personnel policies and procedures and other related events.  Fields questions and requests from employees regarding all Human Resource related issues.  Acts as a liaison between staff and CEO and may provide some administrative support to the CEO’s direct reports.  Manages the entire HR function under the direction of the CEO.  Collects data on employee turnover and compensation. Obtains, tracks and reviews temporary services, billings and time sheets and submits payment requests to Finance.  Compiles and runs reports related to administration and provides e-mail notifications to Directors for quarterly coaching and annual performance evaluations, annual and monthly reports.  Prepares employee newsletter.  Monitors benefits administration and communicates benefit information to employees.  Serves as company expert and go to person on all company benefits.  Responsible for keeping abreast on all rules, laws, compliance, and regulations to include those related to employee wages and benefits, FLSA, ADA leaves, Board policies and administration, and the housing industry.  Assists in writing and reviewing job descriptions.  Actively participates in and coordinates task forces, special projects, committees and team meetings.  Prepares check requests for Executive office expenses.  May perform general clerical support to include typing, filing, answering phone, data entry and word processing functions.  Performs other duties as assigned.


Qualifications and Knowledge:  Bachelor’s degree in Human Resources Management, Business Administration or other related field from an accredited college or university and at least three years of progressive Executive Assistant and Human Resources Generalist experience or an equivalent combination of education and experience sufficient to fulfill essential position functions.  HR certification is desired but not required. 


Excellent leadership and communication skills, a collaborative working style and, the ability to work with employees at all levels.  Excellent organization skills and attention to detail.  Knowledgeable of federal, state, local rules, laws, regulations and compliance, ability to multi task, work under pressure with tight deadlines.  May travel and be required to work overtime on occasion.  Good working knowledge of generally accepted employment practices and procedures.  Knowledge of state health insurance and retirement program practices and procedures.  Good knowledge of general office procedures and practices, business English and arithmetic.  Skilled in operating computer equipment and general office machines.  Ability to communicate clearly and concisely, orally and in writing.  Ability to establish and maintain effective and courteous relationships with other employees and business contacts. Valid South Carolina driver’s license.  Eligibility for coverage under PHA fleet auto insurance.  $18.21/hr.

  • Housing Choice Voucher (HCV) Temporary Administrative Assistants (3 positions).  Includes responsibility for all aspects of Section 8 file maintenance.  Must be detail oriented, able to type, enter and manipulate data, file, organize, answer phones and purge and archive files.  Must be organized and detail oriented and maintain a high degree of confidentiality and discretion.  Required to stoop, squat, bend, reach overhead, lift file boxes and read small type/print.  $8.50 per hour (40 hours per week), no benefits.  Background check and pre-employment drug testing conducted.  Minimum requirements include an equivalent combination of education, training and experience to fulfill essential position functions.
  • Trades Tech Assistant.  Performs a variety of general, basic maintenance, repair and janitorial functions in one or more the crafts or trades.  Requires one year of progressively responsible experience in basic maintenance.  High School, GED or other certificate of competency desirable. $11.84/hr.
  • Trades Tech I (2 positions).  Performs a variety of general semi-skilled maintenance and repair functions in one or more of the crafts or trades.  Requires at least two years of progressively responsible experience in all aspects of maintenance.  High School, vocational, trade or other certificate of competency desirable. $13.41/hr.

Both Trades Tech positions require availability for on call and overtime.  May work independently or on a team.  Qualifications require education and training noted above or an equivalent combination of education and experience, preferably in multi-housing. 

CCHRA participates in the SC State Employee Insurance Program.
